The path used is the default install location for Exchange if you installed to a different location please set it to the appropriate path. Basically the only additional right it adds is “Manage auditing and security log” to the domain group “Exchange Servers” (Computer -> Windows Settings\Security Settings\Local Policies\User Rights Assignment). When running setup /PAD it attempts to modify the original DC Policy, which is disabled, and will error out if not enabled. So we disable the original, make a copy, and perform any new changes to the new GPO.
